Prospective authors are invited to present and publish original technical papers. The IEEE GLOBECOM 2019 Conference Proceedings and IEEE Xplore® will publish all accepted and presented technical papers.

Please contact TPC Chair Hsiao Hwa Chen or TPC Vice Chairs Hamid Gharavi and Chonggang Wang with any questions about the Technical Symposia. Please contact the respective symposium co-chairs or the SAC symposium track chairs listed on the conference website with any questions about a specific symposium or SAC symposium track.

Please observe the below-listed Author and Submission Guidelines.

Author and Submission Guidelines

Important IEEE Policy Announcement: If a paper is not presented at the conference, the IEEE reserves the right to prevent distribution of the paper following the conference (including removing it from IEEE Explore).

Papers are evaluated on the grounds that they do not contain plagiarized material and have not simultaneously been submitted to another conference. The IEEE Communications society will take action against any author who engages in either behavior because these issues are taken very seriously. Follow these links to learn more:

NOTE: Unless the TPC Chair grants permission for a substitute presenter in advance of the event who is qualified both to present and answer questions, a paper’s author must register for the conference at the FULL or LIMITED (member or non-member) rate and present the paper at the conference in order for it to be included in the IEEE GLOBECOM 2019 Conference Proceedings and eligible for publication in IEEE Xplore®. Prior to uploading the final, IEEE-formatted, publication-ready version of the paper, non-refundable registration fees must be paid. One FULL or LIMITED registration is good for a maximum of 3 papers for authors with multiple accepted papers. The IEEE GLOBECOM 2019 Conference Proceedings and IEEE Xplore® will publish the accepted and presented papers.

It is the authors’ responsibility to make sure that the author list and paper title in the submitted pdf file match exactly those on the EDAS registration page during the initial paper submission process via EDAS. In particular, all co-authors, not just the submitting author, must be listed on the EDAS registration page. Your paper might be removed from the review process if you don’t follow this rule. Please be aware that the final manuscript cannot change the author list of a submitted paper.

IMPORTANT:

All initial submissions must be SIX (6) printed pages long (10-point font) and written entirely in English. The first six pages of any submission will be rejected without review.

All accepted papers must be written in English and must not exceed six (6) printed pages (10-point font), not counting any figures. Final submissions may only contain one (1) additional printed page (10-point font), and the extra page (the seventh page), which carries an overlength page charge of USD100, may not be included. Final papers longer than seven (7) pages are not permitted by EDAS, and they will not be accepted for the conference.

Download Standard IEEE conference templates for LaTeX formats >> You may also use one of the following templates for Microsoft Word: A4, US letter. Only PDF files will be accepted for the review process, and all submissions must be done through EDAS.

Please get in touch with one of the Technical Program Chairs of the Symposia that you are submitting a paper to if you have any questions about the submission of manuscripts.
