A Bachelor of Science in Nursing program is offered by CAL STATE EAST BAY NURSING to train nurses who will be able to apply their knowledge of nursing to the care of patients from various socioeconomic backgrounds while also being culturally sensitive. The curriculum combines general and professional education to produce nurses who are both skilled practitioners and informed citizens. We offer Pre-Licensure and Post-Licensure concentrations.
Additionally, we provide a Master of Science in Nursing program in either nursing leadership and administration or nursing education. For those interested in pursuing a doctoral degree, the master’s program offers a smooth transition to a practice or research doctoral education.
The State of California Board of Registered Nursing, 916-322-3350, has approved the California State University at East Bay’s Baccalaureate in Nursing program. The student is qualified to take the National Council Licensure Examination (NCLEX-RN) and apply for the California Public Health Nursing Certificate after completing the baccalaureate level nursing sequence.

FALL ADMISSION PREREQUISITES DEADLINE – HAYWARD CAMPUS
After the fall nursing application has been submitted, all final prerequisite grades and official transcripts must be received by JANUARY 31. If prerequisite courses are still in progress after January 31 or if proof of final grades on official transcripts is not received by January 31, they are not taken into consideration for fall admission.
Prerequisites in science must be current at the time of application.
SPRING ADMISSION PREREQUISITES DEADLINE – CONCORD CAMPUS
By AUGUST 31 (when the spring nursing application is due), all final prerequisite grades and official transcripts must be received. If prerequisite courses are still in progress after August 31 or if proof of final grades on official transcripts is not received by August 31, prerequisite courses are not taken into consideration for spring admission.
Prerequisites in science must be current at the time of application.
All prerequisite courses must have a “C” or better. It is acceptable to receive a “C” or “C” grade (or higher), as long as the 3 00 minimum GPA requirement is still met. However, a “C-” grade is insufficient and unacceptable.
IF YOU MEET 3.00 GPA / PREREQUISITE REQUIREMENTS
Submit TWO applications:
1. Cal State East Bay University Application (if a transfer student). Do this well ahead of the deadline. 2. Cal State East Bay NURSING Application.
Include the results of the Test of Essential Academic Skills (TEAS) with your nursing application. Send Cal State East Bay an official TEAS transcript from ATI Testing.

Minimum 70% overall score required for TEAS -and- Minimum 65% required for English and Reading sections
Please join us at one of our monthly information sessions to learn more about the nursing application process. At these sessions, nursing pre-admission advisors are on hand, and we provide time for individualized inquiries. The sessions typically last 1-2 hours.
FIRST STEPS OF ADMISSION PROCESS
- Sort applicants into priority groups first.
- Applicants with priority status are reviewed.
- Priority candidates who fulfill the minimal requirements receive points for the admissions criteria.
- Those with highest point totals are offered admission.
Within the department, priority lists, point systems, and individual point totals are kept private.
The following three applicant categories receive priority admission from Cal State East Bay Nursing, and are all given equal consideration:
- Cal State East Bay Students currently attending full-time (6. 1 units or more) for at least two semesters.
- First-time transfer students from the following six counties within the local admission area: Alameda, Contra Costa, San Francisco, San Mateo, Santa Clara, and Solano. (Local area admission priority is ineligible for second bachelor candidates.) ).
- Veterans or active duty service members should enclose a copy of their DD214 with their application.
Due to the large number of applicants, those who do not receive priority status are unlikely to be accepted. Applicants from these groups do not receive priority status:
- Second bachelor candidates
- applicants for transfers who did not earn the majority of their units from community colleges in the area of admission
REQUIRED CATEGORIES
These three necessary categories are the most significant factors in our admission decisions after prioritizing applicants into groups.
- Minimum 3. 00 Prerequisite GPA (based on grades submitted) If you have a 3 to a 60 – 4. You will receive the most points for this category if you have a prerequisite GPA of 00.
- Minimum 70% TEAS Exam overall score Minimum 65% English and Reading subsections also If you meet minimum subsection scores and earn anywhere between 80% – 100% for overall TEAS score, you will earn maximum points for this category
- The final step in the review process is the personal statement (a few short questions).
OPTIONAL CATEGORIES
In addition to competitive GPA/TEAS, candidates who are admitted typically have at least one of these point categories.
- Health and Community Related Experience (paid or unpaid)
- Speaking and reading fluency in a language other than English is known as a second language.
Due to the high number of applicants and the competitive process, if you belong to a priority student group and have a strong GPA and TEAS but lack at least one of the optional point categories, you are probably not going to be admitted.
Following the designation of a candidate as a priority candidate, what happens?
- Confirm priority applicants meet minimum 3. 00 for all eight prerequisites (based on self-reported and automated GPA calculations), verify official TEAS scores were received and are above 70% overall and above 65% in Reading and English subsections
- If TEAS or GPA are below the minimum or if scores are not received, applicants will be rejected.
- Add in optional point categories
- Using point rankings, identify the top candidates and advance them to the next stage of review.
- Reject applicants who received fewer points and were not selected from the applicant pool’s top tier.
- Confirm science prerequisite GPA is above 3. 00, ensure that transcripts were sent on time, confirm that all prerequisites listed on the application meet the requirements of the nursing program, and double-check the final GPA and all point categories.
- Review and assign points for personal statement
- Assign tie-break points if necessary
- Send admission, waitlist, and rejection emails to all surviving applicants.
To be eligible for admission, you must have a 3. 00 average prerequisite GPA in the following:
- ALL EIGHT prerequisite courses combined, and
- Just the FOUR science prerequisite courses
A competitive GPA is 3. 60 for all eight prerequisites combined. If you have anywhere between a 3. 60 – 4. You will receive the most points for this category if you have a prerequisite GPA of 00.

- English 102: Accelerated College Writing, GE Area A2, or AP/IB Exam
- Interpersonal communication or public speaking, GE Area A1 (Comm 100, 104, or 111).
- Statistics and Probability: Elements (Stat 100 or 110; AP Exam)
- Workshop in Critical Thinking (Phil 100), GE Area A3

As of the spring 2020 term, Cal State East Bay Nursing will accept an approved online lab as a prerequisite for a science course.
These two additional courses should be taken before beginning the nursing program, according to the nursing department. They serve as prerequisites for first-year nursing courses, provide pertinent background knowledge, and lay a solid foundation. They are not required to be finished prior to submitting a nursing application.

A RECENCY REQUIREMENT OF SEVEN YEARS FROM THE DATE OF APPLICATION IS REQUIRED FOR SCIENCE PREREQUISITES. Check if your science course meets recency requirements. *We extended the recency requirement for spring 2022/fall 2022 admission cycles only due to the COVID-19-related cancellation of the spring 2021/fall 2021 admission cycles.

All prerequisite courses taken at campuses other than Cal State East Bay must be approved as equivalent. Candidates can check on TES for course equivalencies nationwide. Another resource is www.assist.org to check for equivalencies at California public colleges and universities.

RULES AND GUIDELINES FOR SPECIFIC COURSES
When you finish the combined “Anatomy” You may enroll in a single-topic “Physiology” course from any campus after enrolling in a single-topic “Anatomy” course at any campus.
Only a specific logic-based course referencing inductive/deductive reasoning and/or evaluating fallacies can satisfy the requirement for critical thinking.
Calculus or trigonometry, or any other higher-level math course, CANNOT be used to fulfill the statistics requirement.
There is no “double-counting” of requirements, such as taking one class to satisfy both English composition and critical thinking, so take a separate course for each one.
Candidates for a second bachelor’s degree are not exempt from taking prerequisite courses that also satisfy GE requirements.
CREDIT/ NO CREDIT COURSES
ONE non-science prerequisite may be taken credit/no credit. All science prerequisites must be taken for a letter grade.
During the timeframe of COVID-19, some exceptions apply. A letter grade for nursing prerequisites is strongly advised by Cal State East Bay Nursing, especially for the science courses. For a prerequisite course taken in the spring or summer of 2020, our program will still accept CR (credit). Courses taken in the fall of 2020, spring of 2021, or summer of 2021 for CR (credit) will be assessed on a case-by-case basis. The prerequisite GPA will not take a class with a CR grade into account.
As shown in the table below, our office will accept an AP Exam score of 3 or higher to satisfy the prerequisites for the following courses:

The prerequisite or major GPA calculation will not take into account a passing score on an approved AP Exam. Send an official AP Exam score report to Cal State East Bay Admissions and upload an unofficial copy to NursingCAS as proof of the score by JANUARY 31 (for fall admission) or AUGUST 31 (for spring admission) to comply with nursing program application requirements. A student may NOT take any additional non-science prerequisites for credit/no credit if they received AP credit for English and/or Statistics.
POLICY FOR REPEATING PREREQUISITE COURSES:
- One science prerequisite retake within a seven-year period is permitted for the Cal State East Bay Nursing application process without incurring any penalties. The total application points are reduced by one point for each additional science prerequisite repeat in a higher grade within a seven-year period. Regardless of the number of repetitions, non-science prerequisite repeats are permitted without consequence and do not result in point deductions.
- The rules and regulations for repeating a course that received at least a C grade (Academic Renewal) should be confirmed with your campus.
- Even if the student’s own campus uses a different formula to determine overall/cumulative GPA for repeated courses, the higher grade is always taken into account for the Cal State East Bay Nursing application.
- For Cal State East Bay Nursing, retaking a prerequisite course after receiving a “W” does not result in a grade. The nursing application process ignores “W” courses, and nursing application GPA calculations do not take them into account.
OFFICIAL TRANSCRIPTS FOR NURSING
- Cal State East Bay and all other institutions attended must submit official transcripts to NursingCAS.
- If you are applying as a new transfer student, the admissions office at Cal State East Bay must receive all official transcripts by the specified deadlines from every college or university you have attended, with the exception of Cal State East Bay.
- Do NOT send any transcripts to the Nursing Program.
- You can submit your application for hayward fall admission while taking prerequisite courses in the fall semester. (roughly a year before the date you want to start the program) Before the application deadline, official transcripts and proof of final grades must be submitted.
- No in-progress prerequisites are taken into account for CONCORD SPRING ADMISSION after the application deadline. By the application deadline, all final prerequisite grades as well as official transcripts are required.
- ONLY FOR NURSING APPLICANTS: Nursing candidates must meet nursing program document deadlines, even if they differ from the document deadline listed on the primary university website, in order to continue to be considered for the nursing program.
- All necessary admission documents, not just transcripts, must be submitted by the deadlines to the Cal State East Bay Admissions Office and NursingCAS. **Postmarked documents do not count as received. **.
- If the student so chooses, they may hand-deliver sealed official transcripts to the Academic Services Center on the Concord campus or the Enrollment Information Center on the Hayward campus.
- The Cal State East Bay Admissions Office and NursingCAS encourage applicants who have completed the prerequisites to send their transcripts as soon as possible.
- By January 31 (FALL) or August 31 (SPRING), please send an unofficial copy of your AP Exam score report to NursingCAS and an official copy to the Cal State East Bay Admissions Office if you are using your AP Exam score to satisfy the English or Statistics prerequisite.
- To find out if your documents were received, check your MyCSUEB or NursingCAS account. MyCSUEB only lists documents related to the university; it does not list any missing nursing documents or deadlines.
TEST OF ESSENTIAL ACADEMIC SKILLS (TEAS)
To satisfy our admission requirements, Cal State East Bay will accept a remote or online version of the TEAS exam.
To be eligible for Cal State East Bay, you must achieve ALL of the following minimum marks:
- minimum 70% overall TEAS score (Adjusted Total Individual Score)
- minimum 65% English and Language Usage section score
- minimum 65% Reading section score
All TEAS test results from any year taken at Cal State East Bay are automatically sent to the Nursing Program. Order and send an official score report from ATI Testing (requires payment) if the TEAS test was taken somewhere else or was a remote version. Test results that have been scanned and uploaded to NursingCAS are not considered official.
TEAS AT CAL STATE EAST BAY – not currently being offered
If approved once more, the Cal State East Bay Testing Office offers the ATI TEAS exam each month. Currently, no TEAS exams are being offered.
Study guides are available at the online store on the ATI website.
TOEFL or IELTS REQUIREMENTS
Students who did not attend schools where English was the primary language of instruction should take these tests. Check to see if you need to take this English proficiency test for university admission or if you don’t.
The Nursing program will review an applicant’s TOEFL or IELTS score if Cal State East Bay’s Office of Admissions requests it as evidence of English language proficiency. The Nursing program does not require them if the university does not.
For consideration, either score must have been obtained within the past two years of the nursing application.
Candidates who obtain minimum TOEFL or IELTS scores but meet the TEAS exam minimum scores and minimum GPA requirements are ineligible for admission to the nursing program.
Only if the university already mandates the test, applicants to Cal State East Bay Nursing must achieve the following minimum TOEFL score:
- minimum 80 total score on internet-based exam
- minimum 26 on speaking portion
If the college already mandates the exam, the following IELTS score is required to enroll in Cal State East Bay Nursing:
- minimum 6.5 total score
- minimum 7.0 on speaking portion
FALL ADMISSION – DUE DECEMBER 15 – UPLOAD TO NursingCAS SPRING ADMISSION – DUE AUGUST 31 – UPLOAD TO NursingCAS
Once the application cycle begins, all applicants must complete the form below and upload their responses to NursingCAS. For each question, a maximum of 300 words may be used in the response. The application will be incomplete without the Personal Statement.
Even if the application deadline is extended, once the nursing application is formally submitted, you cannot change or update your personal statement.
The length of the personal statements, the relevance of the answers to each question, and their grammar and writing quality are all examined.

Volunteering at a library, school, food bank, shelter, food pantry/soup kitchen, grassroots community organization, civic organization like the city youth commission, WIC, place of worship, tutoring, taking part in a park/beach clean-up, K-12 teachers, and veterinary clinic tech/staff are a few examples of experiences related to the community.
Patient greeters, shadowing healthcare workers, hospital front desk, family support/navigator, patient transporter, international relief organizations, administrative roles in healthcare organizations, after-school childcare programs, childcare providers/nannies, swim instructors, translation services, health educators, American Red Cross volunteers, hospice, clinical hours from healthcare-related programs listed here, or employme are some examples of health-related experiences.
Applicants who are reapplying may submit their Health and Community Related Experience Forms and related letters up to one year from the date of their initial submission.

If you are fluent in one other language in addition to English, you might be eligible for more admission points.

The LVN-BSN Pathway is part of the Pre-Licensure Program. Any applicant who holds a license as a licensed vocational nurse (LVN) and possesses extensive medical knowledge and/or experience is eligible for the pathway.
After completing this program, students receive a Bachelor of Science in Nursing (BSN) degree and are qualified to sit for the RN license examination. The Pre-Licensure program’s length of five semesters applies to the pathway as well.
The Pre-Licensure Program is applied for by LVN candidates after the standard competitive application process. Please upload proof of LVN license to the NursingCAS application.
Please read about Credit for Prior Education / Experience if you are an LVN and have been admitted to the Pre-Licensure program. To demonstrate mastery of specific first-year course topics, such as the introductory lab classes, you can ask to take a challenge exam. It is possible to take fewer courses during your first semester if you pass the challenge exam(s), but you won’t advance in the program overall. For the remainder of the program, you will continue to adhere to the prescribed curriculum schedule.
Several unexpected changes to the applicant experience have been reported by our department as a result of COVID-19, particularly those pertaining to personal health and safety concerns, the availability of clinical opportunities, remote learning, limited access to volunteer experiences, and TEAS exams. Please read the following announcements that affect admission cycles:
General updates to admission categories:
Credit/No Credit (CR/NC) classes
A letter grade for nursing prerequisites is strongly advised by Cal State East Bay Nursing, especially for the science courses. For a prerequisite course taken in the spring or summer of 2020, our program will still accept CR (credit). Courses taken in the fall of 2020, spring of 2021, or summer of 2021 for CR (credit) will be assessed on a case-by-case basis. The prerequisite GPA will not take a class with a CR grade into account.
Online Lab Courses in Science Prerequisites
As of the spring 2020 term, Cal State East Bay Nursing will accept an approved online lab as a prerequisite for a science course.
TEAS Exam
Cal State East Bay Nursing still requires the TEAS exam for upcoming admission cycles. Our program will accept a remote version of the TEAS exam. Go to the ATI website to search for TEAS exams that are offered remotely. TEAS exams are not currently offered at Cal State East Bay until further notice.
Additional / Optional Categories
Personal statements, forms, required hours and deadlines remain the same. Online or telephone experiences are acceptable as long as they adhere to the program’s requirements for promoting the community’s health or wellness. As long as they comply with licensing requirements, online clinical hours for CNA or EMT (or other certificate) programs may be accepted as qualifying health-related experience.
Recency Requirements
The seven-year recency requirement for science prerequisites is extended by one year for the following application cycle only (spring 2022 and fall 2022 admission) due to the COVID-19-related cancellation of the 2020–2021 years application cycles. For the following application cycle only (spring 2022 and fall 2022 admission), community or health-related experience will be accepted for up to four years from the time of application. Admission cycles for the Spring 2023 and Fall 2023 semesters will revert to the previous recency requirements.
SELECTION OF STUDENTS FOR PRE-LICENSURE NURSING PROGRAM
Candidates were chosen by Cal State East Bay Nursing based solely on a merit-based points system until the fall 2022 Admission cycle. In addition to specific academic and non-academic criteria, students from different admission categories received additional points. Applicants with highest point totals are offered admission.
Priority lists and a point-based system will be combined at Cal State East Bay starting in the spring of 2023. Priority applicants are first identified, and points are then assigned in accordance with the admission requirements. See previous sections of this website for more detail.
Candidates whose applications are incomplete, lack TEAS exam results, or do not meet the minimum GPA or TEAS requirements will not be considered. These applicants might receive an earlier notification of their admissions status than other applicants.
NOTIFICATION OF ELIGIBILITY AND ADMISSION
By April, all waitlist notices and conditional admission offers to the nursing program are sent via email.
By early November, all email offers of conditional admission to the nursing program and waitlist notifications are sent.
Transfer students’ university admission offers won’t be made public until the Nursing Program decides who to admit.
On a waitlist, the remaining qualified candidates are listed in order of total admission points. A new application must be submitted if a candidate on the waitlist is not accepted into the program and wants to be considered for the following year or the following term. The university will also reject a candidate on the waitlist if they are not admitted by a specific date close to the start of the term for which they applied.
WHAT IF THERE IS A TIE IN NUMBER OF POINTS?
In the event of a tie in points, 1) the science score on the TEAS exam, 2) the overall cumulative GPA for all baccalaureate-level coursework, and 3) California residency status will determine the winner.
WHAT IF YOU THINK THERE’S AN ERROR?
Notify Nursing Admissions at nursing@csueastbay. edu within 15 calendar days of receipt of the notification. Write a thorough explanation why you believe an error occurred. Provide written documentation to support your claim upon request.
